TOWN BOARD MEETING
Town Hall December 21, 2016
Present: 10 7:00 PM

The meeting was called to order by Chairman Bruce Peterson. Present Chairman Bruce Peterson,
Supervisors Ken Lefeber, and Steve Koenigs.

The agenda was posted at the town hall, fire house, and National Exchange Bank.
Motion Lefeber, seconded Koenigs to approve the agenda as posted except to move the closed session
after 11G. Motion carried.

Motion Lefeber, seconded Koenigs to approve the minutes of the December 6, 2016 Town Board
meeting as read with the following change to read “Town of Calumet Fire Department Administrative
Policy”. Motion carried.

Motion Lefeber, seconded Peterson to approve the treasurer’s report as read. Motion carried.

Motion Lefeber, sconded Koenigs to pay all bills as presented in the amount of $22,058.60.
Motion carried.

Motion Peterson, seconded Lefeber to make the following adjustments to the budget as follows:
Clerk – Minus $100 office supplies, $100 to publications
Treasurer – Minus $50 postage, $207.51 miscellaneous, $92.49 office supplies, $350.00 to
computer/software.
Minus $5 Convention/Ed to mileage.
Board of Appeals/Plan Comm – Minus $15 payroll tax to mileage.
Elections – Minus $100 from contingency to $50 wages and $50 expenses.
Professional Services – Minus $356 from contingency , $244 from personal property case,
$600 to legal fees.
Recycle – Minus $1,000 from wages,$600 from miscellaneous, $1600 to Recycle PU.
Transportation – Minus $3100 from fuel to wages, $250 from fuel to PR taxes, $100 from heat
to electric, $700 from culvert to Equipment repair, $800 from salt to ditching,
$300 from machine hire to truck repair.
Motion carried.

Motion Koenigs, seconded Lefeber to appoint Brian Schussman as fire chief, and Bob Schmitz and Jamie Brill and assistant chiefs as per recommendation of the fire department. Motion carried.

Motion Peterson, seconded Koenigs to approve Bill Schneider’s zone change from agricultural to residential on parcel TO5-16-18-03-09-009-00 for the purpose of building a house as recommended by the Plan Commission. Mr. Schneider will have to appear before the Board of Appeals because the residence will be greater than 250 feet from the center of the public roadway. He will have to obtain a
letter from the fire department indicating the design criteria for any passing lanes for turnarounds at the end of the driveway and a written agreement that the driveway will be maintained in all weather conditions. A site plan approved by the fire department must accompany the variance. The driveway must be built according to the approved site plan before an occupancy permit will be issued. Motion carried.

Motion Peterson, seconded Koenigs to approve Joe Halbach’s zone change from Farmland Preservation to business on 5 acres on Parcel #TO5-17-19-34-16-002-00 to utilize buildings for storage of equipment, supplies, and personal items, etc. as recommended by the Plan Commission. The Plan Commission also indicated that this will be approved upon producing a CSM. Motion carried.

Motion Peterson, seconded Koenigs to approve Mike and Debra Heus’s zone change from Farmland Preservation to rural on parcel No. TO5-17-19-25-05-001-00 to build a new residence on approximately 3.5 to 4 acres as recommended by the Plan Commission. This is approved with the condition they have a CSM by the town board for their approval and the fire department approval of the site plan. No residence may be located a distance greater than 250 feet from the center of the public roadway. He will have to obtain a letter from the fire department indicating the design criteria for any passing lanes or turnarounds at the end of the driveway and a written agreement that the driveway will be maintained in all weather conditions. A site plan drawn to scale that is approve by the fire department must accompany the application for a variance. The driveway must be built according to the approval site plan before an occupancy permit will be issued. Motion carried.

Motion Peterson, seconded Koenigs to obtain a fleet number in order to obtain a discount for the purchase of a one ton truck. Motion carried.

Motion Peterson, seconded Koenigs to move Dennis Lefeber to the Board of Appeals and to appoint the following to the Plan Commission: Craig Sesing (to May, 2019), Earl Witte(to May, 2018), Sue Muellenbach (to May, 2017), Chris Eickhoff (to May, 2019), Ken Lefeber (to April, 2017) and the alternate will be Allen Feldner (to May, 2018). Motion carried.

Motion Peterson, seconded Koenigs to go into closed session to discuss hourly rates for the snow plow crew. Motion carried.

Motion Peterson, seconded Lefeber to reconvene to open session. Motion carried.

Motion Lefeber, seconded Koenigs to raise the general employee $1.50 from $13.00 to $14.50 per hour, the snow crew $1.50 from $15.00 to $16.50 per hour, and the road supervisor $1.50 to $21.50 per hour
effective January 1, 2017. Motion carried.

Motion Peterson, seconded Lefeber to issue refund escrow checks for overpayment of taxes through December 31, 2016 tax payments. Motion carried.

The next town board meeting will be Tuesday, February 7, 2017 at 7:00 P.M.

Motion Lefeber, seconded Koenigs to adjourn the meeting. Motion carried.
