TOWN BOARD MEETING

Town Hall October 6, 2015
Present: 13 7:00 PM

The meeting was called to order by Chairman Bruce Peterson. Present Chairman Bruce Peterson,
Supervisors Ken Lefeber, and Steve Koenigs.

The meeting was posted at the town hall, fire house, and National Exchange Bank. Motion Lefeber seconded Koenigs to approve the agenda as posted. Motion carried.

Motion Peterson, seconded Lefeber to approve the minutes of the September 1, 2015 Town Board meeting as read. Motion carried.

Motion Koenigs, seconded Lefeber to approve the treasurer’s report as read. Motion carried.

Motion Koenigs, seconded Lefeber to pay all bills as presented in the amount of $26,607.43.
Motion carried.

Motion Peterson, seconded Lefeber to make the following adjustments to the 2015 budget:
1. Clerk – transfer $100 from phone to office supplies.
2. Assessor – transfer $100 from education to office supplies.
3. Professional Services – transfer $2000 from legal and $5000 from contingency to audit.
4. Cemetery – transfer $400 from expenses to wages/taxes.
5. Insurance – transfer $155 from general liability to equipment.
6. Transportation – transfer $300 from wages to mileage, $8000 from equipment repair to truck repair, $700 from salt to ditching.
7. Loan – transfer .17 from loan interest to payment.
Motion carried.

Motion Lefeber, seconded Koenigs to spend up to $500 to repair the garage doors and weather stripping. Motion carried.

Motion Peterson, seconded Lefeber to get a bid for the four patches on Kiel Road not to exceed $4000 and to be completed as soon as possible. Motion carried.

Motion Peterson, seconded Lefeber to send the following Management Responses to the Audit Finding to Schenck:
1. 2014-001 Fire Department Bank Accounts
The Town Board will work with legal counsel to correct the financial control of monies with the fire department. Also examine the LOSAP program.
2. 2014-002 Segregation of Duties



The Town Board believes the cost of segregating cash receipt and cash disbursement duties from related recording functions outweigh the cost benefits received from having more people involved. The treasurer will present the board with monthly bank statements.
3. 2014-003 Clerk Software
The Town Board believes the current software prepares accurate town and state reports. Town Hall Software is a double entry accounting system. The end of year meeting covers most receivables and payables as we do not have utility bills and other residential bills outstanding. The only current payables are outstanding and in multiple years will only be off by inflation.
Motion carried.

Motion Peterson, seconded Lefeber to approve the road agreement with Town of New Holstein for four years. Both towns will each plow snow and cut grass on Dorn Road, that portion that is located between Hwy “Q” and Kiel road, two year out of the four year agreement:
Dorn Road two-tenths (2/10) of mile north of Weber Road to the County line will be as follows:
The Town of Calumet will maintain the West ditch and cut grass and the Town of New Holstein will maintain the east ditch and cut grass.
Dorn Road from Weber Road to county HH:
The Town of New Holstein will plow snow, cut grass and do basic road maintenance.
Dorn Road from County HH to Kiel Road:
Town of Calumet will plow snow, cut grass and do basic road maintenance.
Ditch work will be done by the town on whose side of the road the ditch exists as they have jurisdiction of property owners. Motion carried.

Motion Peterson, seconded Lefeber to approve the ESRC agreement with Advanced Disposal to have recycling of tires and electronics. Motion carried.

Motion Lefeber, seconded Peterson to not have an ordinance for control of a deadly virus disease in cats. Motion carried.

Motion Peterson, seconded Lefeber to develop a permit process for boring of manure lines under town roads. Motion carried.

Motion Lefeber, seconded Peterson to allow Tasch Custom to do their boring while the company is in the area and get with the town board on the permitting process later. Motion carried.

Motion Lefeber, seconded Koenigs to put the safety sign “bus stop ahead” on Johnsburg Road. Motion carried.

The Budget workshop will be on Thursday, October 15, 2015 at 4:15 at the town hall. The next town board meeting will be on Tuesday, November 3, 2015 at 7:00 PM.
Motion Peterson, seconded Lefeber to adjourn the meeting. Motion carried.
